These initial considerations should be coordinated locally with the authorities and with planning engineers. In principle, technically a mat ski area or tubing track can be built anywhere - it is just not allowed everywhere. These reasons can be, among others, high environmental requirements, no building land, very long approval period by higher authorities, landscape protection area, high conversion costs, objections by neighbours, etc.
